As machine capability becomes widely available, advantage depends less on access to intelligence and more on context, judgment, workflow, learning, and responsibility.

What the Bureau means by intelligence & exponentials

AI makes several forms of competence faster and cheaper. Drafting, comparison, classification, simulation, and synthesis can move from scarce service to ordinary infrastructure. This changes the economics of work. It also changes what organizations must learn to protect.

A model can be rented. Durable advantage is more likely to accumulate in the layers above it: proprietary context, judgment standards, workflow position, correction loops, trust, and the ability to take responsibility when the system is confidently peculiar.

A useful AI strategy therefore begins with a consequential workflow and a desired result, not a catalogue of tools. It decides what the machine may do, what people must continue to understand, and how each correction makes the system—or the institution—less foolish next time.

Procedure

Move the strategy upstairs

  1. Start with the result

    Choose a workflow where a better decision, experience, or outcome matters. Tool adoption is not yet a result, even when presented in an attractive gradient.

  2. Design the owned layers

    Specify the context, judgment, permissions, workflow integration, and learning signals that turn generic capability into a particular system.

  3. Record the trade

    Name what becomes faster and which human ability receives less practice. Decide deliberately what to trade, retain, or rehearse elsewhere.

  • Which result should improve, and for whom?
  • What advantage exists above the model layer?
  • Which judgment must remain legible to a responsible human?
  • What does the organization learn from corrections and failures?
