Use when

A new intelligent capability is technically possible and therefore beginning to look morally self-authorizing.

Inputs

Name the new power in one plain sentence, without using responsible, innovative, or personalized.
Ask who gains agency, who loses it, and who absorbs the mistake.
Specify what the person will be told, what they can question, and how they can leave.
Write one use the brand refuses even if the metric improves.
Ship only when the rule is visible in the product and one named human remains responsible.

Machine rules

Check the required inputs before starting. Ask only for inputs that are missing.
Follow the procedure in order. Do not silently skip a step.
Use supplied evidence and named sources. Label assumptions and inferences.
Do not invent research, quotations, people, statistics, or certainty.
Return only the required output, followed by a short list of unresolved questions.
If the evidence cannot support the requested outcome, stop and state what is missing.
